So I decided I would give a little more in depth instructions for my card this week. I even video taped a little snippet of how the spinner works, eeek! First, these stamps are from the fab Pink and Main stamp shop. I haven't made a spinner card for some time so I thought I'd work with this cute penguin.
Here is a look at how the pennies are sandwiched. I used the 1/8" foam for this.
Another view of how the penny fits into the channel.
This is the pink heart piece flipped upside down. This is where the channel is cut out using the punch. You must make sure that you leave enough room for the penny to spin by placing the foam tape (3/4) on the outside of this piece.

Stampin up, Word Window Punch (if you don't have this you can use a 1/2" circle punch)
Card size is A2 (4.25 x 5.5)
1 - 4 x 5.25 (Card Base (large hearts)
1 - 2.5 x 5.25 (red scallop piece)
1 - 2 x 5.25 (Pink hearts, slider cut out)
